Refresh rate is how many times per second a display can redraw the image, in hertz (Hz). A 60 Hz panel updates up to 60 times per second; 144 Hz and 240 Hz can update faster when games or devices deliver enough frames.
Higher Hz is a ceiling, not a free FPS boost. FPS is what the GPU produces; Hz is what the panel can show. VRR helps when FPS wobbles below the maximum.

What refresh rate means
Each refresh is a chance to show the latest frame. At 60 Hz gaps are larger; at 120 Hz+ updates pack tighter when the source keeps up. TV motion smoothing is interpolation, not native high-Hz gaming. Some HDMI setups cap the advertised peak at 4K HDR.
